Планово-бюджетная система является частью системы управления компанией, работа которой направлена на формирование плановых заданий для всех подразделений компании, анализ и контроль их выполнения. Планово-бюджетная система представляет собой комплекс документов, снабженный правилами их составления, движения и применения при принятии стандартных решений в области распределения ресурсов и стимулирования персонала, нацеленное на выполнение планов и бюджетов на тактическом горизонте управления. Система управления затратами решает ключевую для управления любым бизнесом задачу: как связать планирование мероприятий и работ, нацеленных на получение определенных результатов и эффективное распределение ресурсов между этими работами с учетом сложившейся пирамиды ответственности за выполнение этих результатов. Экономическое планирование (планирование затрат) может быть использовано для осмечивания планов, регулирующих деятельность на всех горизонтах планирования.
